This is the popular KUM Black Widow pencil sharpener that sharpens to a short point.
Originally designed for use with cosmetic pencils - with option to sharpened to a round or sharp point.
A red plastic guard is placed inside the sharpener to correctly position the pencil for a round point.
The guard is not required to obtain a sharp point.
